Il est \u00e9galement l&#039;un des premiers pionniers de la conception de la permaculture, ayant re\u00e7u son accr\u00e9ditation en 1995.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au d\u00e9but des ann\u00e9es 90, Phil a lanc\u00e9 une s\u00e9rie de cours d&#039;\u00e9ducation environnementale \u00e0 l&#039;Universit\u00e9 de l&#039;\u00cele-du-Prince-\u00c9douard, ce qui l&#039;a conduit \u00e0 cofonder l&#039;Institute for Bioregional Studies Ltd. (IBS) en 1995. De 1999 \u00e0 2016, l&#039;IBS a g\u00e9r\u00e9 une s\u00e9rie de programmes de grande envergure pour le compte du PEI ADAPT Council, d&#039;Agriculture Canada et de Bioenterprise Inc., aidant les producteurs agricoles et agroalimentaires \u00e0 r\u00e9pondre aux probl\u00e8mes \u00e9mergents et \u00e0 d\u00e9velopper de nouvelles fa\u00e7ons de faire des affaires.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2014, IBS, in partnership with the PEI Farm Centre Association, created The Legacy Garden which has grown to become one of the largest urban farms in Canada.
